The Digital Transformation Center Rwanda is dedicated to accelerating inclusive and sustainable digital development across the country. In close alignment with Rwanda’s National Strategy for Transformation (NST-2), we support the creation of people-centered digital solutions, strengthen institutional and individual digital capacities, and foster a thriving innovation ecosystem. Our work targets critical barriers such as limited digital literacy, gender disparities in tech, and fragmented innovation efforts—ensuring no one is left behind in Rwanda’s digital journey.

Public Sector Innovation
Public sector innovation is where the government, civil society, and private sector all intersect to work together in developing digital solutions and innovation around the challenges experienced in the public sector.
One Health Data
This aims to harness technology and data to protect human, animal, and environmental health across Africa. It brings together experts from multiple sectors to develop intelligent, data-driven solutions for early warning, surveillance, and policy-making within the One Health framework.
Citizen Engagement
The Project aims to establish a centralized digital platform to streamline communication between citizens and the Government of Rwanda, enhancing transparency, accountability, and service delivery.
Policy Innovation Lab
the Policy Innovation Lab is to support data-driven, cross-sector collaboration in shaping effective digital economy policies. The lab enables policymakers to experiment, prototype, and pilot policy ideas using real-world data before full-scale implementation.

National AI policy
With the support to the Ministry of ICT and Innovation (MINICT) and the Rwanda Utilities Regulatory Authority (RURA) developed the National AI Policy for Rwanda. The policy provides a roadmap, clear objectives and ethical principles for harnessing the potential of AI for sustainable and inclusive growth. By mobilizing local, regional, and international stakeholders, it positions Rwanda as a leading AI innovation hub in Africa.
Responsible AI office
the RAI Office will be responsible for driving the Implementation Plan, including deployment, measurement and evaluation, and iteration and advancement of the national AI policy. As such, the RAI Office is be tasked to support capacity building in Rwanda for AI development and adoption. It follows international examples of government offices (such as the Singapore National AI Office (NAIO) and the United Kingdom’s Office for AI.)

Bulding a drones ecosystem
In alignment with Rwanda’s dedication to technological advancement, the Emerging Technology Strategy has pinpointed the drone sector as a strategic focal point for growth and development. Recognizing the vast potential of drones across diverse sectors such as healthcare, agriculture,
and infrastructure, there is a collective effort to capitalize on this potential and promote collaboration among stakeholders.
Drone Usecase identification
The drone usecase ideathon is an iniative aimed at fostering innovative and impactful applications in the drone sector in Rwanda. The program focuses on identifying, refining and advancing usecases in key sectors such Climate, Biodiveristy and agriculture. The drone use case identification launch attracted 130 applications from innovators with 40% in Agriculture, 10% environmental conservation, 10% in film and photography, 8% in logistics and delivery and others in cross-cutting themes.
