The Digital Transformation Center Rwanda is a joint initiative by the Rwandan Ministry of ICT and Innovation (MINICT) and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). The Digital Transformation Center supports digital transformation by fostering inclusive innovation, strengthening digital capacities, and promoting sustainable, locally driven solutions. Working across public institutions, the private sector, and the broader tech ecosystem, the Center directly contributes to the goals of Rwanda’s National Strategy for Transformation (NST2) by advancing digital literacy, enabling user-centered digital public services, and creating an environment where digital entrepreneurship can thrive.
What we do
The Digital Transformation Center Rwanda is dedicated to accelerating inclusive and sustainable digital development across the country. In close alignment with Rwanda’s National Strategy for Transformation (NST-2), we support the creation of people-centered digital solutions, strengthen institutional and individual digital capacities, and foster a thriving innovation ecosystem. Our work targets critical barriers such as limited digital literacy, gender disparities in tech, and fragmented innovation efforts—ensuring no one is left behind in Rwanda’s digital journey.
We empower citizens with future-ready skills, support early-stage startups with funding and coaching, and facilitate collaboration across government, the private sector, and civil society. From enabling young people and women through tailored programs to supporting national institutions in building responsive digital public services, our impact is grounded in equity, innovation, and local ownership.
Our initiatives are implemented through six strategic thematic areas:
Public Sector Innovation, Digital Inclusion & Digital Literacy, Artificial Intelligence, Drone Technology, Smart City Hub, and our coordination support to the Smart Africa Secretaria

Public Sector Innovation
Public sector innovation is where the government,civil society, and private sector all intersect to work together in developing digital solutions and innovation around the challenges experienced in the public sector.

Smart Africa secretariat
Smart Africa is a bold and innovative commitment from African Heads of State and Government to accelerate sustainable socio-economic development on the continent, ushering Africa into a knowledge economy through affordable access to Broadband and usage of Information and Communications Technologies.

Smart City hub
The Smart City Hub is a program championed by the Ministry of ICT & Innovation with the main focus of coordinating initiatives under the smart city umbrella in Rwanda.

Digital Inclusion & Digital literacy
we are actively involved in capacity-building and digital literacy, targeting people in rural areas, women and people with disabilities, ICT professionals, tech startups, and employees of political partner agencies.

Artificial intelligence
