— About this focus area

No single African country can build the rules of a continental digital economy alone, and Rwanda hosts and helps coordinate the platform that does. Through Smart Africa — and inside the Smart Africa Secretariat, headquartered in Kigali — the Digital Transformation Center Rwanda (DTC Rwanda) supports the policies, standards and convenings that shape the African Digital Single Market. The focus area covers the continental working groups on digital identity, data protection, AI, cloud, broadband and digital skills; the ministerial convenings that produce shared blueprints; and the operational follow-through that turns those blueprints into national programmes in member states. DTC Rwanda's role is twofold: feeding Rwandan implementation experience into continental policy, and bringing continental standards back into national delivery so that the two reinforce each other. Practically, the work spans drafting policy frameworks, organising working-group sessions and Transform Africa Summit tracks, and helping member states translate Smart Africa blueprints into action plans. For ministries, donors, multilateral partners and African tech firms, this focus area is the entry point into how Rwanda contributes to — and benefits from — a coordinated African digital agenda.
