Artificial intelligence and data are reorganising how public services, research and industry operate, and Rwanda's National AI Policy positions the country to shape — not only consume — that shift. Within this focus area, the Digital Transformation Center Rwanda (DTC Rwanda) hosts the AI Innovation Lab and the AI Academy, supports the Responsible AI Office, and translates national AI policy into operational programmes across health, agriculture, finance, climate and public-service delivery. The AI Innovation Lab runs applied projects with ministries, hospitals, and Rwandan startups to test where machine learning meaningfully improves outcomes and where it does not. The AI Academy builds a domestic talent pipeline — engineers, data scientists, product managers and policy specialists — through fellowships, university partnerships and short-form executive programmes. Through the Responsible AI Office, DTC Rwanda contributes to AI governance: model evaluation, data protection, algorithmic accountability and procurement guidance that public institutions can actually use. The work is openly aligned with the African Union's continental AI Strategy and feeds into Smart Africa working groups on AI and data, so national progress contributes to continental norms.
